Chad Pappas - Director

Chad Pappas was formerly Chief Finance Officer for the Victorian Department of Infrastructure and prior to that, an Assistant Director in the Budget section of the Victorian Department of Treasury and Finance. He has extensive experience with a wide variety of privately and publicly funded transactions across the transport, energy and resources sectors. Chad has worked on major projects including Eastlink (Melbourne's latest toll road), Victoria's franchising of train and tram services, Victoria's long term energy supply arrangement with Alcoa, and many others. Chad has extensive experience and knowledge of Cabinet and Government processes. During his time at DOI he was responsible for the Department's capital budgeting and whilst at DTF he advised the Secretary and Ministers on the Infrastructure and Justice portfolios.

Since joining Firecone, Chad has provided commercial advice to a range of companies and Government organisations including:

• An international bidder for Victoria's train franchise
• Adoption of carbon capture and storage in the Latrobe Valley (DPI, Victoria);
• Victoria's smartcard for transport (TTA, Victoria);
• New electric rollingstock for Auckland (ARTA, New Zealand);
• IT shared services arrangements (State Service Authority, Victoria); and,
• Inclusion of Agriculture in the Australian CPRS (DPI, Victoria).

Chad worked for the Victorian Government over the past 15 years across a variety of Departments including Infrastructure (now Transport), Treasury and Finance, Human Services and Justice. He began his career with a publicity company before working at a private law firm.
